#890: `field-sizing` CSS property

I'm requesting a TAG review of field-sizing CSS property.

field-sizing CSS property allows web authors to disable a historical special sizing behavior of HTML form controls. Web authors will be able to make form control sizes automatically-growable depending on their contents.

Amy: originally thought we could fast track this but based on Lea/Sangwhan discussion in slack perhaps not. Need to understand if Lea's thoughts are concerns or not.

Matthew: Considered alternatives were added to the Explainer, as requested.

Amy: proposed closed in December, will just check with Lea

Lea: we discussed this... adding new keywords.. won't be able to apply other keywords to a form control. Fair enough, I'm convinced.
