#720: FYI - MediaCapabilities API for WebRTC

Braw mornin' TAG!

I'm requesting a TAG review of extending the MediaCapabilities API to WebRTC.

Per the Chromium Intent to Ship, it was requested that I file a TAG review as a FYI - hence this request.

The MediaCapabilities API helps web sites to make informed decisions on what codec, resolution, etc. to use for video playback by providing information about whether a configuration is supported and also whether the playback is expected to be smooth. This feature extends the MediaCapabilities API to also include WebRTC streams.

Further details:

We'd prefer the TAG provide feedback as (please delete all but the desired option):

Amy: what's with "FYI" in the subject line..?

Sangwhan: separte spec called media capabilities and they're basically just attaching this to webrtc from what I see. Looks okay. I'm just going to close it.
