Discussed briefly at TPAC; @slightlyoff is happy with Beacon (although there may be interaction with ServiceWorker, that isn't important to determine now). Didn't look at it from the perspective of fetch.

PLH points out that the ED of Beacon is now using the Fetch terminology.
