Horizontal Reviews: apply the Github label "Horizontal review requested" to request reviews for accessibility (a11y), internationalization (i18n), privacy, security, and TAG. Also add a "card" for this issue to the Strategy Funnel.

Substantive changes

The scope section on EPUB 3.5 lists the concerns, features, etc, that requires additional standardization work. The final list and formulation will be discussed at the F2F meeting at TPAC.

Otherwise the charter lists the (unfinished) Annotation work to be continued, and finalization of the ISO version of EPUB 3.4 (possibly updated by 3.5)
