This is a recharter of an existing, long-standing Working Group. The nature of the changes is mostly editorial. CSS adopted Intersection Observer, and Service Workers have transitioned from the now-closed Service Workers WG. The list of potential specs from WICG was updated. That being said, we are closing this review as satisfied.

We'd like to ask the chairs (@marcoscaceres, @LJWatson, @diekus, @mkruisselbrink, @sideshowbarker) to double-check Mike's name, as "Smiths" is likely a mistake and should be "Smith."
